Director, Bureau of Compliance, Research and AnalyticsThe
Wisconsin Department of Children and Families (DCF), Division of
Safety & Permanence is currently recruiting to fill a Director,
Bureau of Compliance, Research and Analytics. DCF offers great

Compliance, Research, & Analytics (BCRA) is responsible for:Bureau
staff consult and coordinate with Budget, Finance, Information
Technology, and the Bureau of Performance Management as needed.
Bureau staff work with county, tribal and private agencies involved
in the delivery of child welfare services. The bureau also has
oversight and management of the data analytics and program
integrity of DSP programs and policies related to child welfare and
youth justice, to ensure compliance with federal Title IV-E and
IV-B requirements, state fiscal and budget compliance, and the
overall evaluation of child welfare operations and programs in
Wisconsin.This position may allow hybrid work for a portion of the
work schedule up to 90% depending on the employee's preference and
needs of the work unit. Any hybrid work flexibility that may be
available will be discussed in more detail in the interview
process.For positions that do allow hybrid work flexibility,
employees may need to report to a DCF office location on short
notice. There is no mileage reimbursement when traveling to the
headquarter location. Our DCF locations are in the following
cities: Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander.
Employees need to report to the 201 W. Washington Ave. Madison, WI
office or the 635 N 26 St. Milwaukee, WI office on their first day

of Compliance, Research and Analytics is responsible for managing
operations of the Bureau of Compliance, Research and Analytics in
DSP. The position is part of the DSP senior management team and
provides statewide leadership to the child welfare data analytics
and reporting functions, title IV-E program and policy functions,
and the Division's fiscal and budget functions. In addition, this
position consults and coordinates with Budget, Finance, BITS, and
the Bureau of Performance Management as needed. The position
supervises the Research Administrator (Section Manager) and the
Program and Policy Analyst and Budget and Policy Analyst staff in
the bureau. The position also works with county, tribal and private
agencies involved in the delivery of child welfare, including child
protective services and community-based youth justice, and related
services.The Bureau Director has the primary responsibility for
oversight and management of the data analytics and financing of DSP
programs and policies related to Wisconsin's child welfare system,
including child protective services and community-based youth
justice. These responsibilities seek to support the delivery of
high-quality and effective child welfare services, engage internal
and external partners, ensure compliance with federal Title IV-E
and IV-B requirements, and ensure state fiscal and budget
compliance. Specific functions include: management and direction of
state and contracted staff in the Child Welfare Research and
Analytics Section; oversight of the development of reports and
analysis to support the division's program performance standards;
monitoring reports, program and policy analysis/evaluation and
routine data requests for DSP programs; and coordination of the
financial, budget, program and analytical needs of the Division's
Title IV-E program to support the Division's state-wide child
protective services and youth justice responsibilities.In addition,
as a member of the Division senior leadership team, this position
provides coordination and direction across the Division's portfolio
of strategic projects advancing the Division's strategic
objectives. The position serves as executive sponsor on key
division strategic projects, guiding teams through the process from
ideation through implementation. This involves coordination across
the Division and Department, as well as with external
partners.Salary InformationThe starting salary is between $54.00
and $58.00 per hour ($112,320 and $120,640 annually), depending on
qualifications. Pay for current State of WI employees will be based
on the compensation plan in effect at the time of the appointment.
Pay for current state employees who are transferring will be
determined based upon the pay on transfer rules (higher level
duties or equity) as outlined in the compensation plan in effect at
the time of appointment. The pay schedule/range is 81-01. A
two-year career executive trial period may be required.Due to the
nature of the position, final candidates may be required to allow
DCF to conduct a security background check to determine whether the
circumstances of any pending charges or convictions would be
substantially related to the job being filled.Applicants must be
legally entitled to work in the United States (i.e., a citizen or
national of the U.S., a lawful permanent resident, an alien
authorized to work in the U.S. without DCF sponsorship). The
Department of Children and Families does not sponsor visas, either
